Luxury homes have received a healthy boost from historically low mortgage rates, increased buyer confidence and burgeoning interest from foreign investors looking to capitalize on favorable exchange rates.

One bellwether of the recovery: Toll Brothers, the largest luxury home builder in the United States, reported that fourth-quarter revenues (ended Oct. 31, 2012) were up 48%, and new orders were the highest level seen since 2006.

Demand for housing, as measured by pending home sales, was at a two-year peak in October, according to the National Association of Realtors. Builders broke ground on 894,000 housing units that same month, their fastest pace in four years, according to the U.S. Commerce Department. The National Association of Home Builders (NAHB), which surveys its members every month, declared that its Builder Confidence Index hit its highest level in November since May 2006.

The Remodeling Market Index (RMI) rose to 50 in the third quarter of 2012, up from 45 in the previous quarter, according to the National Association of Home Builders (NAHB). The RMI is at its highest point since the third quarter of 2005.

The RMI component measuring current market conditions rose to 52 from 46 in the previous quarter, while the component measuring future indicators increased to 49 from 44.

The one-point gain brings the index to 41, its strongest level since June 2006.

The Environmental Protection Agency (EPA) has delayed its plans to expand the Lead: Renovation, Repair and Painting Rule to commercial buildings until 2015, the National Association of Home Builders (NAHB) reported. The existing rule that governs any single-family housing continues to apply, including multi-family residential units that are part of mixed-use construction, or any commercial space where a child under the age of six resides or “regularly” visits, such as day care centers.

The National Association of Home Builders (NAHB) is now accepting submissions for its 2013 NAHBGreen Awards. Each year, NAHB recognizes individuals, companies and organizations for excellence in residential green design and construction practices and for green building program and advocacy efforts.

This year, the award winners will be revealed to an even wider audience than in past years, with the awards being announced on Jan. 23 in conjunction with the 2013 International Builders' Show in Las Vegas.

The National Association of Home Builders (NAHB) is urging federal officials not to use the U.S.-Canadian lumber agreement as a bargaining chip during the Trans-Pacific Partnership Trade Agreement (TPP) negotiations.

The United States is currently in talks with Canada regarding its participation in a TPP trade pact with several other nations. The softwood lumber accord between the United States and Canada, which expires in 2015, should not be renegotiated as part of these discussions, according to the NAHB.
